Hi Dancersmom,
I must say this is something new for me. I've never heard of a cat wanting to use the same thing a dog uses for eliminating. Are the puppy pads close together? I would have thought the smell of the puppy would put her off. The only thing I can think of is that as the chi is such a small dog, your cat has 'adopted' it. This does happen occasionally.
