You know who they are. Those people who do stupid things right in front of you and you just can't believe they would do something that idiotic. That's a Common Sense Idiot. Or someone who just doesn't get it. Their behaviour is so illogical that you have to scratch your head and ask yourself, "What is this person thinking?" That's the point, they're not thinking. Obviously. Because if they were; if they used their not so common sense, they would not have done or said what they did, or would they?
