I was reading your blog and noted the expansive terminology that embraces the required model for medpot, ie: possesion, manufacture (aweful term but...) use, delivery, transfer etc. ) You might like to know that New Zealand has 'legally regulated' recreational 'psychoactive' drug use that not only addresses all of the above, but is even specific on labelling, age of consent (R18) and advertising (resttricted to internet only outside of hte premises). NZ did this on the 6th of October last year. It adds a new "Soft" drug class to the restricted substances schedule (Class D), an innovation (and world first) that is UN Single Convention compliant. The regulatory amendment has recieved little media attention and even less public discussion. Nor have politicians been waxing about 'what about the kids'. The regulatory model removes policing from the picture (though they are not to happy about that at the National Drug Intelligence Bureau).
