I can't seem to find the fuse box below the instrustment panel for 2000 Ford Contour. The Manual says it's under the steering wheel and has a latch but I can't find it. How do I open it?

Can't find owners manual for my 2001 Ford Ranger, neither turn signal will work, light, blink, nothing. My guess is a fuse, but I do not have a fuse box diagram. Every time I put my key into the ingnition the interior light comes on and the ingnition beeps, pull the key out and the beeping stops but the light stays on for abou 10 minutes. If you start the truck the light will stay on endlessly or until you drive it for about 30 feet, it's a real pain especially at night trying to back up with interior light on. I do not know if they are related, but I figured I would memtion both.
