Question about Florida High School Rules

If a ball is punted (not a kickoff) to the 5 yard line and stops, and the receiving team kicks the ball out the back of the end zone, is it:
1. Touchback and the receiving team takes it on the 20
2. Safety and the receiving team has to punt.
