I received many mail about this. And I finally fix it.

If you are using blogger.com. You would notice under Template > Page Elements that there are options to add a Page Element to the sidebar and the footer. However, there is none for the Header and Blog Posts. Having a Page Element option to these latter two is useful. You may want to add a picture at the top, or a Google Adsense ad at the top or bottom of your blog posts.

      Actually sure,

      If you could take a look at my blogger blog and explain to me how I can move my picture up (I added a page element) it would be greatly appreciated.

      I've looked everywhere on the web, and I cannot find any solution to my problem.

    All you have to do is add it to the sidebar, click the left side of the box, and drag it to where you want it. I am working on the layout of a music blog and I just added playlists above and below the posts simply by creating them in the sidebar and dragging them into position.

      I think many people donot understand What Iam telling here. Nice to know you got it.

      You can just remove or hide the Navbar by just deleting the whole navbar code or rewite the code as hidden in ur Edit HTML. But That might be against Blogger TOS.
