When it comes to marking BC members the policy each of us chooses to create is our own. What follows are the guidelines I have established for myself. Perhaps you and others will be interested in reading them, and considering the contents when forming your own policy for making friends at BC.
(1) I take the same POV as hatingtherain. I do not beg for friends, followers, comments and/or link exchange partners on forums. I do not post threads into the BC General Discussion category, unless they contain issues specifically aimed at initiating discussion on topics of general interest.
(2) I'm a blogging tips blogger and I frequently answer questions in the Blogcatalog Questions and Blogging Questions categories. I mark some members as friends whose blogs I do not regularly read. I do that because although I may not read their blogs, I may be offering them ongoing assistance with improving their blogging and their blog and only view the blog when they need help.
(3) In addition I add some members as friends based on my appreciation of the contributions they make to the BC community by way of the threads they post to the forum, and/or comments they post into forum threads. I do this even though we may not hold the same POV on some or even many issues and even though I may not be interested in the contents in their blogs.
(4) I also add members as friends, who have blogs that I mark as favorites, subscribe to and regularly read whether or not they are related blogs found in the same niches as my own blogs.

Shiwani, I wanted to say that I have reasons to add you in my friends and your Poems blog in my favourites. And I have already done it.

Blog centered relationships
IMO what's key is understanding that social networking efforts are best aimed at creating blog centered relationships with other bloggers, who have blogs that are related to your own, and/or who have blogs of interest to you.
Link exchanges and Natural linking strategy
When it comes to link exchanges it's important to recognize that both Google and Technorati are looking for naturals linking patterns now. That means linking to blogs in your own niche mybe worthy of consideration but creating a lengthy blogroll, particularly, of links to unrelated blogs is no longer valuable as both Google and Technoarti are no longer assigning authority to unrelated links.

BC tools, features and expertise
Blog Catalog has excellent tools, features and a community full of experienced bloggers. Members can use both the expertise provided community members and the tools to learn how to promote their blogs and how to locate other related blogs. Locating other related blogs and leaving meaningful comments is key to creating blog centered relationships, and that's exactly what social networks are aimed for.
Profile pages, blog descriptions, categories and tags
If you click any BC username you will arrive on a Profile page where you can find the member's blogs listed. You can click on the links and visit the blogs, leave meaningful comments and form relationships with fellow BC bloggers.
Search Facilities
The search facilities here are excellent. At the top of the BC pages you will find blogs listed under categories in the "Directory" www.blogcatalog.com/directory
You can also use the "Search" link at the top of every BC page and the filters in it to refine your search so you can locate blogs that are related to your own blog www.blogcatalog.com/search
