are you allowed to spam blogcatalog

If a website creates a whole bunch of fake blogs, are they allowed to submit them all to blogcatalog?
What I mean is I searched for "Press Release" to find other blogs to network with and there are loads of good ones out there.
But you have to skip past the first 15 results which are all fake blogs for ePressreleases.
It makes blogcatalog seem not as good as it actually is. Shoudn't such blatant spamming be noticed?
The other thing I noticed is blogs with maybe 1 post in 2006 (or in one case 2004!!!) and these blogs joined blogcatalog and got approved in 2009. WHy approve a blog not updated in 5 years?
seems to me like this has capability to be great site but not if its abused.

I have got to say they very quickly got rid of the rubbish that I reported. But still a significant amount of spam, was not noticeable before because the other guys did such an awesom job and went so wild with about a dozen listings. SO will report those too. Looks to me like people need to take responsibility in their own sectors and niches to make sure the system is not just abused.
This seems to me to be a great bloggers networking tool and I am very happy I have found it.
