Building a link network instead of reciprocation

In order to promote your blog and at the same time maintain the appearance of not trying to do so?
How do we achieve that?
I think the answer is that we should build a network of links instead of simple reciprocations. In that fearsome trio of Tom, Dick and Harry, Tom should link to Dick, Dick to Harry and Harry to Tom. The more the number of people involved in such a formation of a network, the better is your blog's visibility in the Internet.

I would guess that it's not going to work wonders, for a few reasons:
-The odds that the links are going to be relevant, given the means of obtaining them, seem low
-Google has already caught on to and learned to detect three-way linking; the rest can't be far behind
-If you never close the circle, or close it only after a very large number of links, they might be read as valid links--but that means it's going to take a huge number of bloggers in your network to generate a very small number of inbound links for each of you. -
