Can I change robot.txt in blogger?

My platform is blogger.com. I've heard that with blogger, only google makes and changes the file robot.txt and you have no control on it. Is it true?
If it is not, how can we change and save robot.txt?

If you can pay for your domain name why not spend little more and host it with platform like wordpress and have it/do it you own way!-
Thanks for your reply, but do you mean that under this conditions(in blogger.com)changing robot.txt is impossible?
