Could you consider a person for marriage without havng sex with that person?

People aren't doing so well with relationships as they use to. Could it be that women are giving it up when they should be saving it for marriage?

What does "giving it up" before marriage have to do with the longevity of marriage?
I suspect marriages are failing more because of the dynamics between the partners than the premarital sexual activity (or lack of activity) by either party.
As far as "relationships" go, I suspect the refusal of a woman to "give it up" will end more relationships than extend them.-
I disagree... afterall women had the power in her hands before she started giving it up. Don't forget, who was begging whom? Also if sex is secondary and getting to know the compatibility of the other was primary there would be less communicables disease going around and divorces - but who am I but a counselor.

I find your focus on women and their virginity to be biased and I see no clear connection from it to the breakdown of relationships.
IMO the reason relationships fail is because the couple did not make the correct selection of a partner in the first place. They had unrealistic expectations and they failed to insure that the correct foundations for a happy and fulfilling long term relationship existed.
