Everything depends on definition and of course: there are many definitions.
If we consider education many interior architects are engineers or bachelors/masters of art. And interior designer sometimes completed only a month course somwhere

    But it's a language problem.

So architects design the layout of a flat, are involved in construction details etc... plus everything else

Interior Designers actually have to have a bachelors degree in MOST countries, there is a huge legal battle surrounding this profession and certification in the USA to weed out the weekend decorators and DIY'ers.

In the USA, with a degree and certification, Interior Designers are qualified to move/add/remove structural supports to any project; however, most have the common sense to bring in structural engineers to consult and see the work through.

A fellow professional acquaintance of mine has the same degree from the same university as I but was given the title of Interior Architect in her country (Belgium). So it depends on where you live, but the titles can be interchangeable by definition.

An Interior Designer is not an architect yet an Interior Architect is not an architect by definition. It's a new title given to recognize a young, growing field of designers where once there was nothing but decorators.

      hope this helps!

My take on this is some interior designs as myself do interior architecture. I consider these to be non structural in most cases, such as soffit and ceiling details, niches and door openings etc. The most successful projects occur when the interior designer and architect collaborate from the get go. While the architect does establish the structure and layout the interior designer brings to the table a view from the interior.
