   That is, flat out, child abuse, and it is illegal. The child has rights and should be protected. It is horrible, and heartbreaking. The child can never learn good values this way.

   You need to call the cops... Feeling bad does nothing for the kids... On second thought, post your neighbor's address and I'll call the cops... People who hurt kids deserve a serious A$$ Kicking and I have no sympathy for them....
