   There are definitely some areas in which people pay at those levels per click through Google and other established advertisers--think high dollar purchases. Someone selling a $100 product can't pay $15/click because only one in every 30 (or more) clicks is going to turn into a direct prospect, let alone a sale--they'd end up paying several hundred dollars to achieve a $100 sale. But car dealers, law firms handling high dollar litigation like drug class actions, etc. can pay at those levels because a single "sale" is worth tens of thousands of dollars.
