How do I add someone to my neighborhood

I could use some help understanding how I can add someone to my neighborhood (or do they have to add themselves) and how I join their neighborhoods. I've recevied messages from a few folks saying they have added me as a friend or that they have joined my neighborhood. When I look at other's profiles I see a button that allows me to add them as friends, but I don't see anything about joining their neighborhood.

To add as a friend goto their profile page and click the add text in the top right on the left, to add their blog click the link to their blog from the profile page and then use the same method as mentioned before to join their neighbourhood. -
