How do I create Friends & Neighborhood?

I see other folks' catalog pages have Friends and Neighborhoods. All I am able to have is reviewers, and I didn't have to lift a finger for that. Someone please help!

    hhhhhmmm, I am not sure, Staggo Lee. Sounds like a job for the SUPER BC people, I know they'll be here, soon, they always are. But, I will add you to my friends and we'll see if that is of any assistance. Nice to meet you, nice site, too!

    StaggoLee.. you are good to go. To add someone as your friend there is a link on the top right of their Profile that says "Add to My Friends". click on that link and the person will appear on your Friend's list.

    Usually when you view someone's profile in the upper right to see a ( + ) sign to add as a friend click it and they will be added in your friends list.
