How do I do a broadcast?

I receive broadcasts all the time, but I don't see where to go to DO a broadcast! Where is it hiding?

I have a new contest up on my blog Who's Yo Mama? and I want to promote it here through a broadcast.

    Look at the list of broadcasts on your profile page. At the bottom of the list is a link that says something like "Post a broadcast."
