      The last update was in July and April before that and you can expect the next one to be done some time in january.

   I noticed that they do it quarterly..in other words every 3 months ....my friends told me the same answer to that question....

   It's actually calculated continuously. They update the tool bar with the current snap shot 4 or so times a year (sometimes more and sometimes not so much).
   
   But the actual calculation is happening all of the time, and your pages' PR is continuously changing. Only the toolbar makes it seem like a static, periodic event.
