Solid meta tag is a requirement to get your blog indexed and listing with search engines to get higher PR.

Are they really necessary nowadays? I haven't thought about it much.-
Meta Keywords are still used and should be unique and "descriptive" for each page.
Meta description is not used by Google and I'm unsure which mainstream search engine use them. But many people still use them, because you loose nothing by doing so - and just in case somebody starts using it.
Meta-tags are one part of "SEO"-ing, but content, proper named page-titles and inbound links are much more important.
And frankly - the formulation "Solid meta tag is a requirement to get your blog indexed and listing with search engines to get higher PR." I would question right out of the box.
Oh, and don't worry too much about your Page Rank.... worry more about hitting the queries people make when searching for content similar to yours. Page Rank is not the be-all-end-all of Google search anymore - not even close. -
