How to create a feed for a static html site?

If we use wordpress or blogger, we will have the /feed or /rss automatically, but for a normal html website, how do we create a xml feed? Any free xml feed builder around?

I use to use carp it turns rss into html

I've been using Feedwhip: www.feedwhip.com/

There's also Feedity, which I haven't tried: www.feedity.com/

But the one that looks the best, because it lets you select a section of the page(just the content area, for example), but haven't had a chance to try yet is Feed43: feed43.com/

type in "free html to rss" and it'll pop up more sw to easily convert your html to rss.
