How to drcrease/increate bitrate of a mp3 file?

Can anybody have any idea to de/increase bitrate of a mp3 file? I have a song with 224 kbps, but I can't play that one on the net, I need to decrease bitrate, which software should I use? Any idea pls?

You can use mostly any sequencer (cubase, nuendo, digital performer, protools) to do that, or the super easy way, download Itunes from the apple website, then

"preferences->importing->import using->mp3 encoder->setting->the kbps setting you want"

and voila

welcome! happy i could help!
there are a lot of other ways you can do this, but i find Itunes to be a really cool and easy to use tool (plus i'm a Macintosh addict), especially if you're not too familiar with audio recording, sequencers, multi-tracks, and audio production softwares.
