I have been blogging for at least three months now. I have noticed that the following has helped with getting comments on my blog at eachotherskeeper.blogspot.com. It may not work for everyone and if you have any solutions, please comment. However, it has worked for me.
1. Have a Top 10 ___(subject)_____ blog.
2. Have a personal problem that you need additional advice...BLOG ABOUT IT.
3. Have a blog contest at least once every two months.
4. Have controversial and debatable topics.
5. Have a suggestive title.
Tell me what works for you. Also, please check out my page at eachotherskeeper.blogspot.com and comment!!!

If you want more comments begin and end your post with a Question that readers are likely to have an answer they will be willing to share. I got a whole bunch of comments when I asked What Is Your Favorite Children's Book?

I leave some questions after each post and I create incomplete posts and let the visitors to complete it. I ask my friends to comment too. Some people will say you should make your comments do follow, but there are even better ways to attract more comments and page views. Demonstrate in your post that you care about your audience, and address them directly in a way that shows you know they're out there reading and you're interested in entertaining them, finding information they might care about too, etc. Make them feel a part of the things you're involved in.

I get comments when I leave a meaningful comment on a blog in my niche. I always try to find a connection with my posts. At times, I just leave a comment to help out the other blogger or their readers with some additional information related to that post. I am hoping that my comments will generate an interest in others to visit my blog.
I should tell you that this requires a lot of work from me. Almost as much, if not more, as what I have to spend writing a post for my own blog. But I think this is important.
Good luck with your blog.

Another way is to comment on other blogs. They often visit you and make comments if they find something interesting. And when you reply to a comment, you can say something that shows you visited that new person's blog --- may encourage return visits and more comments...

Make sure to reply to the comments that they leave you, then more will come after they know they will get feedback.

I have to say, I don't write my blog with the intent to get attention, comments or anything else like that. It think it takes away from the purpose of my blog, which is a live journal. But if you are writing the kind that is about a specific topic and comments help you know what your readers want to read, then tell them that; "Your comments help me make my blog awesome, feedback is appriciated!" or whatever.
