   The key to getting any page rank in google is to get other sites to link to you. It's best if these sites have PageRank themselves.
   
   Make friends with other bloggers through reading their blogs and commenting on their sites. When you have developed a good friendship, ask them if they'll exchange a link with you. Assuming you blog about similar things, the answer will probably be yes.
   
   BTW, a PR=1 in Google is small potatoes. You should try for at least a 4.

      Many blogs go pagerank 0-4 very fast, why is it so? many blogs have pr 0 and many have 4-7. why any blog dont have pr1? why google do this?

   Your page rank is determined by the amount of links people have to your website or blog. If someone puts your link in their blog and you put a link in your blog to their blog, you increase your page rank.

      Someone put my link in their blog, or I put it on their comments, is it neccessary for me to put his link on mine? Does it affects on my page rank?

   I wouldn't advise to go for reciprocal linking as these kind of links are depreciated by Google lately. Try building as many one way links as you can.
