This is definitely an ideal way to host your Blog in your computer to back up your posts in your computer. Or If you like to run and test your new theme or customize without disturbing that is online.
Do it with XAMPP (www.apachefriends.org/en/xampp.html).
This is an application especially a “must have” for every Wordpress blog users and Wordpress theme makers to test run their theme , customize and design. XAMPP is compatible with almost all open source content management software.

The "Theme Test Drive" plugin helps you work on themes in the background where the public sees the official theme online .. so you can tinker on new templates without bringing the site down
I know a few people who do this, and can see some of the benefits of having your own personal MySQL database on your hard drive .. but I tried this back in 2007 and found it wasn't for me (because I had so many blogs).-

You can design and customize each theme for your so many blogs.
The Theme Test Drive plugin is just a sort preview, we cannot do the real work-Building theme, Design and customization. -
I "HART-icized" both the BFH/AYW lifestyle themes and my HARTmarket themes using the Theme test drive plugin and did all the modifications and customization etc while my other (old network) themes were live. It is practical in its use.

I see. But as a Designer, there is no better way than hosting it on PC which load much faster and easier.
