I use free networking services like Blog Catalog, MyBlogLog, and BlogExplosion. I also make sure my blog is listed on many search engines. Then I leave savvy comments on other people's blogs, preferably blogs with CommentLuv or another linkback widget.

Nobody gives you traffic for free.. you have to give something for them too..In blogcatalog participate in discussions and all and a premium membership will bring you more traffic..i have got a premium membership for a month from blogcatalog as my birthday present.. hmm was getting more traffic that time.. all other sites like blog explosion needs you participate in contexts surfing etc to drive the traffic into your place.. but not much targeted visitors..
most of them will be people browsing on the explosion page itself like you.. if your blog is attractive they may digg inside.. for traffic the only thing is make the search engine love your site and the price for it is unique contents.. -
It's not premium membership that increases your targeted traffic from BC. Targeted traffic is comprised of readers who know exactly what they are looking for. They actually read profile pages and blog descriptions. They look for keywords - tags. Search engine results are based on keywords - tags!
Hello! What the heck is a profile page for? It's the place on any social network provided to advertise your expertise and your blog.
What many BC members do not do well is develop profiles that state their expertise in their niche. (Who the heck are you?) They do not have blog descriptions that accurately and succinctly state the purpose for the blog and what the readers can expect to find in it. (What's your blog about? What niche is it in? What makes it unique? What's your brand?)
And they do NOT know how to tag. ***head desk*** If I had to recommend one thing to you it would be to learn how use keywords and how to tag. -
I'm not sure we're allowed to drop links inside discussion posts anymore.
To answer your question, I post relevant comments on relevant blogs. (Where possible, I leave a link to my blog in the "Website" field when leaving a comment.) In the long run, this will provide more benefits than any of the other methods I describe.
I syndicate excerpts of my latest content at a few select sites. For example,
Technorati
Squidoo
Twitter (via WordPress plugin)
I cross-promote on my own blog by linking to other posts on my blog from within my posts.
I don't publish posts with content completely unrelated to the subject of my blog, no matter how tempting.
I added my blog to specific online directories that send targeted traffic, for example DMOZ, Yahoo, Google Blogs.
I write content that compels others to link to it and comment on it. -

I also own a blog (philippineseoexperts.wordpress.com). It's all about essential tips and techniques for link building. All I did in order to gain traffic is joining in the forums and discussions that relates to my blog. I usually give ideas to people and you can see it on my blog. My blog is just new but it contains topics that would be helpful also to my fellow bloggers.
