Yes, it is!!
To much of centralisation may result in curbing of freedom.
DECENTRALISATION fosters free flow of ideas, independency in working environment and better job satisfaction.
Good Working conditions lead to superior innovations.
Most important of all, DUAL SUB-ORDINATION should be checked upon. It is detrimental to any kind of creative eruptions. -
How close is the word decentralization to the word "open". Think about it closely. Decentralization is much more open than centralized control. A lot of innovation has come out of "open access", "open source", "creative commons", and similar open movements which do not have centralized control in technology. They are also free.

For example, when railroads first went while in the U.S. A lack of standardization led to many different types of track being built. The varying track standards eventually led to many tracks being ripped up and put back down once a standard was settled on.

Centralization tends to be good for a powerful militarized economy, and the militarized economy will always tend toward greater centralization. There are other factors such as intellectual property rights. Some protection of rights to invention will improve innovation. When such rights become subverted, as patent laws are increasingly in the USA, innovation in those most important areas--such as those which would preserve energy commodities--becomes stifled.
