It is not legal to duplicate all or a substantial portion of someone else's content without permission. Proper credit and linking does not change that.

however they still put copyright as a resource in the bottom after wards as i`ve seen so in most such sites

Irrelevant. Unless it's open-license material or you have permission from the copyright holder, it's illegal.

True. Always ask for permission. Let the author know what you want to do with it.

As agreed by many scholar, you can copy at maximum 10% from the total 100% plus proper credits given to the original author. No matter how you twist the text, or either you just simply do the copy paste.

Succinctly stated whether or not the author of any original work has posted a copyright notice is irrelevant. It does not change the fact that they hold the copyright to their works and it cannot be re-published unless or until their permission has been given.

The only time a complete post can be legally re-published is when prior written permission has been received from the copyright holder. In other words, the same rules that apply to the world of print also apply in cyberspace.

Sometimes, I get FWD-type of emails (usually jokes, or images) that are quite humorous and I will place them on my "call HART crazy" blog, with maybe one attempt to verify it's originating existence. If I find it, I pass on posting the FWD content, but if I don't, I post 100% of the item and mention that the source is unknown, and if someone later drops a comment where it was found - I immediately ask for a link, and will drop a note in the source's contact page or comments to let them know - and, if I get a request to remove the content - i will.

Just because you don't link the source, doesn't mean that nobody will find it. Almost quite the opposite. In general, blog readers are an intuitive bunch, and recognize that blogging is all about the linking out. When sites don't link out at all (to anybody or for sources) it's quite suspicious.
