It depends, if you could clarify, do you mean a promotional tool for "bloggers" (writers) or for "Blogger" (blogspot)?

It is though we are really trying to keep the focus on creating tools that make it easy for bloggers to connect with each other, learn from each other and have fun in the process.
By providing the tools for bloggers to establish more connections and friendships between each other we believe that the ultimate result will be that you receive true quality traffic and valuable insights from other bloggers that you more than likely won't get from click 4 click type traffic. -

Sometimes it does seem like an exchange faves, visits or comments like "scratch my back, I'll scratch yours" type of deal... I don't like that part of blogcatalog. What I do like is sharing of ideas, cool blogging help and some non-blogging topics... I like visiting some blogs without anybody urging me to do so... And when I find it interesting I fave it. Not because I expect something else in return.
And yes I like the friendly atmosphere too... But it does get a little nasty in here. I remember a discussion thread where Bloggingmix got into an argument with Rose and others because of some blogging help materials allegedly copied from somebody else work...

Is it that case between Bloggingmix and me you're referring to?
Thought it's over. He apologized and said sorry, guess he misunderstood the "Sounds like my job. =]" comment from me. I've also clarified what "my job" is on his discussion..
If I ever put "traffic" above all, I'd blew the case up, and dramatized the whole thing. Then more people would view my website.
He didn't. I didn't.
Can't say much about that click-for-click politics though. I'm still very much a learning noobie, so I'm just gonna do what everybody else's doing, WITHOUT having to devalue my principles in writing. If making money articles gets more traffic, sorry.. still can't do it. Nevertheless I still respect those who made use of their time and energy to write, no matter what they're writing about..
But yeah, maybe some of us prefer things done in a 'human'ly fashion, and not so robotic.. like..

I think sometime we do post discussion to promote our blog and post.
But if it is a quality content and we are interested, we will gladly visit the blog. BC also enriched our knowledge by learning new stuff from each other.
I agree with callcenterveteran. I dislike the part when people exchange diggs, fave, and stumble....

Promotion is not a bad idea.
If I have a blog then making it visible to other is my right, isn't it?
After all, blog is not a human being, who can talk, but today through it we are expressing ourselves to rest of the world.
But, how rest of the world will know my blog?
so, there is a need for promotional tool.

Blog Catalog is not set up to drive traffic to blogs. It’s is set up to drive readers to blogs. All the excellent utilities and features are aimed at assisting members to increase readers by forming blog centered relationships, as opposed to delivering a flood of one hit wonders that produce a high bounce rate.
My Blog Catalog experience has been beneficial in the following ways:
(1) By using the features and utilities I have located many new and interesting blogs, some of which are related to my own;
(2) I have made many new friends, learned how to network, and I have formed blog centered relationships with other BC members;
(3) I have learned a great deal from other BC members about how to promote my blogs and increase traffic to them;
(4) I have exchanged blogging tips, tools and resources with other BC members;
(5) My blogs have experienced an increase in organic traffic that has translated into more comments and faithful readers;
(6) I have enjoyed opportunities to participate in the Bloggers Unite campaigns;
(7) I have enjoyed opportunities to exchange opinions with other members in the social and political discussion forums and in groups.
