Is the MINI-E made by the American automotive industry?

The MINI-E is an electric car that I think shows real promise. ( apatheticlemming.blogspot.com/2008/12/hybrid-technologies-mini-e-electric-c... )
There are a couple of interesting questions, though, about it. First, some facts:
The MINI-E is an American version of a BMW car.
Its running chassis is made in Oxford, England.
The power plan is from a company in Nevada.
The MINI-E is put together in Mooresville, North Carolina.
Now, the questions:
1. Is the MINI-E an American car?
2. Does the American automotive industry make the MINI-E?
My take on the questions:
1. I'd love to say that the MINI-E is an American car, but since it's built on a British chassis and looks like other BMW MINIs, I'd say it's British. Sorta.
Except that the engine was developed my Americans.
Can we call it an Earth car? Or an Atlantic Rim car?
2. I think it's (mostly) made by the American automotive industry: but I'm one of those people who think that the American automotive industry isn't the Big Three. (That was another discussion. ( www.blogcatalog.com/discuss/entry/so-what-if-americas-big-three-automakers-... ))
