    Try digging around the old threads for this topic, which has been covered pretty extensively.

    As to the question in your post: bad idea.

    Its a crummy idea. Link exchanges add not value to anyone and in fact will end up costing you all your Google traffic. Even the mention of the phrase Link Exchange on your site should send shivers down your spine. This thread is getting removed to. It's nothing more than spam.
