We are conducting some paid links campaign on our website. I'm currently searching for quality websites PR 3 and above willing to place our link on their home page. Website should be related to writing, education, academic niche, or as long as it doesn't have any external link from online casinos, viagra, poker and porn.

This is foolishness if it come to money. There are many high ranking site offering that for free.
If u can invest, Go for banner ad like 125X125, 468X60 in popular site.
