What exactly does this script do? And does it run every time you post or every time someone accesses the blog?

But the titles of my blog posts already appear as the tile of the individual pages, albeit preceded by the blogs title. An example from today: historysurvey.blogspot.com/2007/08/wikipedia-in-history-survey.html

just to clarify i'm getting this, if the title to a post of mine is "how i saved the world" what would using this script do to my blog or to that title, exactly? (please be specific, but not techy)

Hi, talking about search engine optimization, i've got a question to ask, hope that you guys here can help.
About my keyword, "millionaire secrets", it has got around 8000 searches each month. And now my blog's already on the top 10 in search engine when type in "millionaire secrets".
The question is that why still my blog doesn't receive any extra traffic from search engine? If 8000/30, i should get around 250 traffic each day tho.
Anyone here knows why is this so? -
