I just came across a page from a Mauritian website whereby they were proposing to remunerate authors for original articles pertaining to certain subjects.
My question is: Can anyone just do that, I mean do you think it's legal?
Some friends and I have found the site and they are advertising their packages on sites such as Facebook and via what we would qualify as spam mails.
We wanted to know whether it's legal so that we could try to take some actions if it isn't.

I'm with timethief, not sure why you would think this was illegal. having said that, some of these so-called agencies promise you all kinds of work that you then have to bid on, so from a freelancer's point of view, it may not be as good an opportunity as it sounds.

I thought it was illegal due to their way of proceeding. In fact, the owner of the website (it's an educational site) is proposing to buy our school works (essays, projects) and articles to be placed on the site. I just thought this looked weird. Even after knowing that it's legal, I'm not really willing to sell my works.
I can imagine that later some will be accused of plagiarism for having copied others' work from the site.
