Photoshop!!!

Are you infringing any rights if u "Photoshop" photos you find in the public domain...??
it has been "Modified"

    IMO, the answer is yes, but define "public domain", please. Regardless of the amount of photoshopping, you are still taking someone else photo and editing it, unless it is on a public photo site like www.pdphoto.org or similar.

      That's what "public domain" means.

    Just to be safe you should ask the source if you can use their image first. There are a ton of free stock photo sites that you can visit, and already have their guidelines laid out so there isn't any guessing.

    If it's not specifically released under a license that allows you to modify and redistribute it then yes, you're infringing.
