Testing Blogger/Wordpress templates in IIS/Apache/Wamp

Does anyone know how to test any templates or widgets or any code for that matter in IIS or Apache or Wamp web servers? Any help will be appreciated.....

nope, I tried using apache but it just doesn't work.......any modifications should be made for the same?

can blogger templates be tested on any other local web servers other than those above?

can you not create a dummy blogspot site and test everything on that
