You have to pay $200 to enter the awards and then promote your site to get votes. SO basically you have to pay money to promote their awards and ask your readers to go their site and vote it up.

This was my reply:

Wait I have to pay to enter an awards program that I would have to promote and get my readers to upvote my blog? So I have to pay to promote your site?
