Tips on making a good wordpress theme

Looking for some advice on how to get the best look for my wordpress blog, bearing in mind I dont know how to program (should I learn?)

I'd definitely find a pre-made theme and tweak it for your purposes. Have you seen how long and complicated those things have to be? Learning to do changes and adjustments will be far faster and easier than learning CSS and PHP from scratch.
