Does the groom not have any best friends / brothers?

no I do... I have an older brother and two really good friends to choose from.

Why not all three? The brother as best man, the friends as groomsmen?

well I'm going to have 4 groomsmen, though I want 5, but the fiance is insisting on 4.....plus I wasn't best man at my brother's wedding

So you weren't best man at his wedding...so what? A wedding is not a time for tit-for-tat. It is a time for family solidarity and inclusiveness, forgiveness and embracing, not payback.

If you are concerned about headcount, keep the numbers low. Fewer is better than more. If she says 4, keep it to 4. If you can get her down to 3, even better. Solves your dilemma and reduces cost.
