   From reading his proposed policy, it means that state based insurance will work with private insurance groups, and compete on the market as if it were private insurance.
   
   From what I gather, you, the citizen will have a choice between employer based health care, private health care, or state health care.

      I haven't seen anything that hints at health care being mandatory - but I think you'll be hard pressed to find too many people who never want or plan on having to receive medical care...so....
