With or without the request of link exchange, what would prompt you to link a blog?
What interests you to taking the time to link a blog to yours?

It's all about content. If I truly love the site and want to share it with my current readers, why not?
Ironically, the last time I voluntarily linked to another blog, that person generously linked back to me. I love when that happens.-
Yes, me too.
But I usually link blogs that I love. Actually because I want be able to click on them as easily. And of course, I want people to visit them as well. It's a worthwhile read. Sometimes, I give in though to link exchange whether or not I like the blog.
Fortunately, I eventually end up liking their blogs though.

I have just link exchange system with other bloggers and no commercial advancement at all. My blog is not commercial one.

That's one of my criteria, too. I only link to relevant blogs on my own. I'm happy to join neighborhoods and link to freinds in various profiles, but on the blog itself I stick to the subject almost exclusively. I figure that it's one more service to offer - why bookmark when you can come to my blog and the link is already there, next to new content from me?

In my blogroll there are only blogs which I really read. Blogs which express an opinion. I like thought-provoking blogs as well as personal ones. Kind of like mine

Someone who has a unique take on my niche in some way, who I think my readers would enjoy.
Nell-- to address your "be honest: the PageRank" comment--
Most of the folks in my niche aren't into rank, and don't really do SEO.
If I excluded people who had blogs that didn't have much rank, I'd be excluding a lot of wonderful ideas I could be bringing to my readers. -
Im pretty fussy on what I link to. I have very few links on my blogs. I think anyone is lucky if they get on one of mine.

I link my friends blogs and my other blogs - however I am looking to create a list of awesome photographic blogs and hoping some link exchange will come of that too. Kinda a photographic blog ring with my blog www.silverspikes.blogspot.com

I mostly link to blogs and sites relevant to what I write about (which is writing, particularly fiction). I have links to other writers, other pages with cool writing stuff, agents' blogs, etc. I am open to linking to sites with different topics, but they must be sites that I, personally, find worthwhile. I won't link to a site strictly as a link exchange if it's not relevant. I'm more interested in quality (within my niche) than quantity.

The following makes me generously give a linkback:
1) The content shows that the author actually made a sincere effort in writing it
2) The content is informative
3) The content has creativity and personal touch
4) The blogger is friendly and cool
5) And of course, if the blogger responded to my "Get A Free PR4 Backlink" from my blog (wakish.info/?p=58)

I know what makes me NOT link to a blog, is a blogger who I don't even know asking me to swap links.. um no.

I agree, with the exception of someone in my niche. I have no problem with someone whose blog is also about writing (fiction, non-fiction, freelancing, books, whatever) dropping me a line and asking to swap links. If their site is good and they're on topic, I don't mind if I don't know them. Eventually, I usually end up getting to know them.

It's got to be at least half as good as mine.
It must be unique.
They must be an expert or be coming from an angle that I consider is valid.

I usually link to a blog for one of the following reasons:
1. I find it interesting.
2. It has relevant content to mine and I think that someone who reads my blog might be interested in what that person writes.
3. I also always try to link back to sites that I discover to be linking to mine, as a courtesy - unless their purpose or content is something I find distatefull... or even simply dislike.
