Where is the tipping point between a child's right to safety and an adult's right to privacy?

Some things are never simple. Pedophilia is among them. Sexual molesters are at high risk to repeat, so remain dangerous as a threat to others. But in all fairness, people have the right to live without a scarlet letter, to have the right to privacy of past mistakes, a chance to live unmolested by fears of their future behaviors.
Laws not withstanding, if children could be at risk from a relative with a history of sexual abuse as victim and perpetrator, who needs to know how much for the safety of the children?

I think there is a certain grouping of SEXUAL Predators that need to be EXPOSED PERMANENTLY --- YES --- WITH A SCARLET "PEDOPHILE" TATTOO or something.
Those predators who have sex with children who are below the age of 12.
There is absolutely NO excuse to have sex with a child that young.
I have no qualms with people - especially repeat offenders - who have sex with children under 12 being forced to either advise that they are molesters or forced to be tattooed or NEVER RELEASED without castration or being turned into Eunuchs.

So your question is "who" is responsible for the saftey of the child? Well, first and foremost, the parent/guardian. Lets face it, you can't trust the child to make the decision that will make it safe. And you certainly can't trust the relative who says that they won't do this again. It'd be the parent/guardian's responibility for the child's saftey. Whether thats restricting who interacts with their child or removing them from that environment altogether.
