Which of the following three would you consider the worst? 1) unlawful 2) unethical 3) immoral

1. At the level of the individual
If you are about to do something "wrong" what kind of thoughts would prevent you from doing it- 1) that it is against the law 2) that it is unethical 3) that it is immoral.
2. At the level of a responsible leader or person who is going to make or participate in making decisions for others.
If you were addressing an NEW issue that seem to have no consensus among the public (wherever you reside), what thoughts help you to navigate and reach a position acceptable to everyone -1) existing law 2) ethical issues 3) moral issues.

Moral and ethical, although those two don't have a set definition. You didn't specify what is and what isn't moral or ethical. So your question is pretty moot. Meaning you might consider something moral but it's not legal, or you might think of something being immoral but it's still legal.
Anyway, it all depends on the individual, or in the case of laws being made: Majority rule. One example is freedom of speech, it depends who and how many people you offend until its considered obscene or defamation. That's why I think some laws are just silly and unjust.
It's legal to cheat on your spouse, you wont spend time in jail for minor shoplifting, it's legal to smoke pot if you have a prescription (In my state anyway), and it's still sorta legal (though immoral to religious fanatics) for gays to marry in my state, also.-
i did nt want to specify what is moral or ethical as lot of things that fall into this category are based on personal choices (which could be a result of many things). I liked your point of view though- there could be more individual freedom in moral and ethical choices than those coming under the purview of law.
