Why does Davy Jones have tentacles in Pirates Of The Caribbean?

i've seen the pirates of the caribbean movies. but i never understood why davy jones had those tentacles and his crew were like sea creatures. and after will becomes the captain of the dutchman, all of the crew are back to normal? why?
