That was my entry.
The first, and (as far as I know) last all-midget (as the narrator announced) western. That's not what makes it awful. The movie was cited in the seventies as having the worst (or among the worst) continuity of any motion picture made to date. Of course, there's been about three decades' worth of devolution since then.

# Continuity: Arriving at Preston's ranch, Haines ties his horse securely to the hitching rail. Leaving, a minute later, he mounts the now un-secured, untied horse.
# Audio/visual unsynchronized: When the dwarves are playing their musical instruments, the guy playing the cello gets his bow stuck in the strings and has to fight like mad to get it out. But the music continues.
Not mentioned in imdb, but a detail I remember from a description (I've never seen this thing): a character gallops out with one color hat (or horse?), inexplicably shows up in next with one of different color.
Wow.
Any movie buffs out there, to fill in details about this dramatic debacle?

The Three Amigos. I was in such disbelief during that movie that I actually went home and told people that they had to go see it, even though it was the dumbest movie I'd ever seen, just because it defied description unless you'd experienced it firsthand. There were about three VERY funny scenes in it, but they were all in the previews.
My husband would say High Fidelity. He so hated that movie that he would never again watch EITHER a movie that my sister recommended or one with John Cusack in it...and he maintains to this day that it was 6 or 8 hours long. -

Anyway, polkadots make her go schizo and she becomes a ghetto woman. She also has a dominatrix personality. It's so painful to watch.
It has all the classic signs of a bad movie:

Possibly the worst in my personal experience was one whose title is (mercifully) a suppressed memory. My wife says it may the The Substitute.
My wife and I had high hopes for what promised to be a sort of updated American version of To Sir, With Love. We rented a video, and after about three minutes thought it couldn't possibly get any worse.
We were wrong.
We saw it through to the end, thinking that somewhere in the morass of moribund plot, foul language, and characters who elicited a faint preference that they might all drown together, there might be some nugget of good drama. There wasn't.
