I can fall asleep (and usually do) in a room full of people talking away in the middle of the day after a good turkey meal but I normally have a hard time sleeping at night.

Try making a list of all the stuff you have to accomplish the next day. Then go to bed, free of the nagging need to "be sure to remember."
Try drinking hot water, instead of hot tea. It's relaxing, without caffeine.
Try reading a high school history textbook. You can buy a used one cheap. It always put me to sleep in high school.
Try watching PBS late at night. -
To see degital screen such as TV or computer before you sleep bothers your brain.
Better to change to read a book, or some other "analog" ritual action at every night.(without any special emotional provocation)
