    "Most" potential? Dunno about that, since I have no idea how you would compare that. Lots and lots of underutilized potential? Surely. That's one reason I enjoy the ads I've seen for the "one laptop per child" project: laptop.org/en/

    Most potential.. well coming from behind always leaves the most room to move forward. But it will be a long time before they take over any leadership positions.

    Depends upon which developing nation. India certainly has lots of potential, the Central African Republic, not so much. Keep in mind also that cultures do change and are always in flux. Really, the only objective potential of a coutnry is the working age population multiplied by maximal productivity per citizen with the technology of the time.
