Sorry I am still stuck on the first basic edition where the most you could have was 18 (3d6)

That's the maximum you can have as a level 1 character (before race-based* adjustments). Every 4 levels, you can increase one attribute by 1. 4th Edition changes things further, but I've yet to play 4th.
* Elves get +2 DEX, -2 CON in 3.5
