Sotomayor got lost on her way to the White House
Maybe she's not such a "wise Latina" after all...

You ever drive in DC? I don't know how it is with GPS, but the city's roads sometimes do unpredictable things with no notice. Following the signs is not good enough in several areas. You just have to know the peculiarities. One of them is caused near the White House by the fact that you can no longer drive on part of Penn. Ave. Another is caused if you are driving from the Northwest DC downtown towards the Capital or Union Station on Mass Ave. To stay on Mass Ave., there is a section where you have to know to turn on New York Ave and then get on Mass. Ave. Otherwise you end up elsewhere. I'm sure there are other examples; however, I gave up owning a car in 2004, switching to public transport. Otherwise maybe I would remember some of the places where rules and directions change, depending on the time of day.

Well, that's the city, not the federal government, although the feds sometimes interfere. But signage in this city is inadequate, in my opinion. Heck I still sometimes have to give a taxi driver directions, because GPS doesn't seem to always understand how the city works. (Data entry problem?)
The strange city traffic patterns were designed to accommodate traffic flowing into the city in the morning and out of it in the evening. Hence, some exits, entrances, roads and lanes change. (Nowadays people also travel between suburbs, as some agencies move out to them and companies locate in them, but that's another issue.)
And then we have occasional changes by the feds because of security. The big permanent one is Pennsylvania Avenue in front of the White House, a change made under Clinton.

It's a very easy thing to do in D.C. if you or your cab driver do not know the grid, not to mention it's under construction everywhere, routes are changed, signage is poor if it exists at all, rush hour traffic is a nightmare.
I lived in NYC for 4 years and it is much easier to get around in than D.C., despite the fact it's huge by comparison.
