Sometimes governments let society within thier own borders govern without a state. Is this a good policy?

    I don't know, but it runs counter to what states are all about, no matter their nature or policies, namely establishing a monopoly on the use of force within their borders. Small exceptions such as the right to bear arms are normal, but living outside the law is a tricky business.

    I suppose Pakistan had no choice earlier. If the tribesmen don't get their act together, I wonder if Pakistan's tolerance of these independent regions will change. Maybe this is the second act in the establishment of the Pakistani state?

      It is a serious enough situation that I'm starting to jump on the jingoes' bandwagon... a little bit.

      That's why I've been defending Obama's thoughtful approach to Afghanistan, which he sees as part of a larger theater than encompasses both states. I am looking forward to a decision, but a Bushian gut response would not have been right.
